A Toryumon 13th grade student, Oosugi originally debuted in Mexico as the mini version of Milano Collection AT. Like many other Ultimo Dragon trainees, Oosugi soon moved to Michinoku Pro, where he debuted in 2004 as Rei, a masked character representing a spirit of the forest. Later the same year Milanito would become a member of El Dorado.

At the end of 2007 Milanito lost the right to use his character by losing a “character deprivation match” versus Milano Collection AT. After missing the first half of 2008 due to an injury, he returned to El Dorado using his real name, Tsutomu Oosugi, and teamed up with Hercules Oosenga as the SOS (Speed of Sound), a tag team which would gain much popularity. Following the closure of El Dorado, Oosugi continued to work as a freelancer, often teaming with Oosenga, and in Michinoku Pro lower card as Rei.
